Loan apps are categorized into fintech, and many companies are actually integrating these services into their portfolios. However, while many fintech companies follow proper protocols to launch their digital lending services, others ignore regulatory policies, which raises concerns about compliance, consumer protection, and ethical lending practices.

Loan apps in Nigeria are mobile applications that allow people to borrow money easily, faster, and seamlessly using only their smartphones and internet connection. The convenience of digital lending is what's drawing borrowers nearer and has also been one of the major reasons the government is tightening regulations on companies operating these apps.

The government believes that if regulatory scrutinies are tightened on digital lending platforms, it will ensure consumer protection, prevent exploitation, and promote responsible lending practices. In fact, the FCCPC regulations require all digital lenders operating through app-based, online/web, or non-traditional channels to register with the Commission and comply fully with its consumer protection rules, otherwise, they'll be barred.

As of January 2026, the Federal Competition and Consumer Protection Commission (FCCPC) has officially blacklisted 45 loan apps in Nigeria. FCCPC said the loan apps are blacklisted and are considered illegal because they violate consumer protection and data privacy regulations, known as Digital, Electronic, Online, or Non-Traditional Consumer Lending Regulations, 2025 (DEON Consumer Lending Regulations, 2025).

DEON Consumer Lending Regulations, 2025, is a set of binding rules issued under the authority of the Federal Competition and Consumer Protection Act, 2018, which is the law empowering FCCPC to regulate consumer markets and protect consumers in Nigeria. Nigerians are now advised to desist from the delisted loan apps and use only FCCPC- and CBN-approved digital lenders.

According to the FCCPC, these delisted loan apps have engaged in unethical practices like public debt shaming, defamation, harassment or intimidation of borrowers, unauthorized data access, unlawful automatic deductions from bank accounts, hidden charges, unethical marketing tactics, non-transparent loan terms, automatic lending without explicit request/consent, and, of course, operating without FCCPC registration or license.
